ANALYSIS OF ADOPTION OF PUBLIC LAW 94-142 ON DUE PROCESS, LEAST RESTRICTIVE ENVIRONMENT AND EXPENDITURE OF FUNDS IN PRIMARY SCHOOLS IN ANAMBRA STATE

Abstract

The main purpose of this study was to determine if due process procedure and procedural safeguard, least restrictive environment and expenditure of funds are adopted in inclusive public primary schools for pupils with special needs in Anambra State, Nigeria. Three research questions and three hypotheses were formulated to guide the study. The study adopted the survey research design. The population for the study consisted of 1,038 public primary school head teachers in 1038 public primary schools in Anambra State. A sample size of 289 head teachers were used. This comprised 95 male and 194 female head teachers, and 113 urban and 176 rural head teachers. A questionnaire titled “Analysis of adoption of public law on due process procedure and procedural safeguard, least restrictive environment and expenditure of funds Questionnaire (APLLEFQ)” was used for data collection. The reliability of the instrument was 0.82. The research questions were answered using mean and standard deviation. The research hypotheses were tested at 0.05 level of significance using two-way analysis of variance (ANOVA). The results of this study shows that there is no significant differences between the mean scores of urban and rural schools in Anambra State on the adoption of due process procedure and procedural safeguard, least restrictive environment and expenditure of funds. Thus, the researcher recommended that Anambra State government should adopt the indices of Public Law 94-142 in inclusive Primary Schools in Anambra State, Nigeria.
